Vladimir Putin reveals a draft agreement on Ukraine's neutrality that he says Kiev signed and then scrapped under pressure from its Western backers. That's as Russia hosts an African peacekeeping delegation a day after it had been to Ukraine. South African officials reject claims by Ukraine, which were quickly echoed in much of the media, that Russia targeted Kiev during their peace mission to the city on Friday. This year's St. Petersburg International Economic Forum wraps up in Russia's northern capital.
